เป็นคำถามยอดฮิทสำหรับปี 2555 ตั้งแต่ต้นปีมาแล้วมีข่าวลือว่าน้ำจะท่วมตอนเดือนเมษายนนี้ เล่นเอาชาวบ้านร้านตลาดตกอกตกใจ รัฐบาลต้องรีบออกมาประชุมเพื่อปล่อยระบายน้ำออกจากเขื่อน แม้จะระบายจนเป็นไปตามเป้าที่รัฐบาลกำหนด คือให้เหลือน้ำในเขื่อน ไม่เกิน 60 เปอร์เซ็นต์ในเดือนพฤษภาคมปีนี้ ก็ยังปรากฎว่าน้ำในเขื่อนก็ยังมากอยู่ดีเมื่อเทียบกับปีที่แล้ว นั่นคือยังคงมีปริมาณใกล้เคียงกับวันเดียวกันกับเมื่อปี 2554

เขื่อนภูมิพล จ.ตาก

เมื่อวันที่ 1ุ6 พฤษภาคม 2555 เขื่อนภูมิพลมีปริมาณน้ำที่กักเก็บอยู่ 6,344.65 ล้านลูกบาศก์เมตร ถ้านึกไม่ออกว่ามากแค่ไหนก็ให้นึกถึงถังหรือแทงค์ตามบ้านหรือโรงเรียนสมัยก่อน 6 พันล้านใบ หรือรถขนน้ำซึ่งเอาน้ำมาแจกชาวบ้านเวลาหน้าแล้งก็จุน้ำได้เพียง 5-6 ลูกบาศก์เมตร ถ้าไปตักน้ำในเขื่อนก็ต้องใช้ประมาณ หนึ่งพันล้านคัน ในขณะที่เมื่อวันที่ 1ุ6 พฤษภาคม 2554 มีปริมาณน้ำที่กักเก็บอยู๋ 6,483.27 ล้านลูกบาศก์เมตร น้อยกว่าปี 2555 อยู่เพียง 138.62 ล้านลูกบาศก์เมตร น้อยกว่าปีที่แล้วคิดเป็นประมาณ 2.13 เปอร์เซนต์ ซึ่งไม่ได้มีความแตกต่างกันแบบมีนัยสำคัญ พูดง่ายๆคือเล็กน้อยมาก

เช่นเดียวกับที่เขื่อนสิริกิติ์มีปริมาณน้ำที่กักเก็บอยู๋ในปีที่แล้ววันเดียวกับปีนี้ 4,867.25 ล้านลูกบาศก์เมตรในปีนี้มี 4,746.54 ล้านลูกบาศก์น้อยกว่าปี 2554 อยู่เพียง 120.71 ล้านลูกบาศก์เมตร น้อยกว่าปีที่แล้วคิดเป็นประมาณ 2.48 เปอร์เซนต์

ฉะนั้นหากจะพูดว่าโอกาสที่น้ำจะท่วมเท่าปี 2554 มีเพียง 1% นั้นยังพูดไม่ได้เลย ผมเองไม่ใช่เจ้าหน้าที่หรือทำงานเกี่ยวกับชลประทานแต่ได้ติดตามสถานการณ์เนื่องจากมาทำงานที่ อำเภอพระนครศรีอยุธยา จังหวัดพระนครศรีอยุธยา ซึ่งเป็นจังหวัดเดียวในประเทศไทยที่ไม่มีอำเภอเมือง และเจอกับสถานะการณ์น้ำท่วมเมือปีกลายอย่างหนักทั้งที่ทำงานและที่บ้านของผมซึ่งอยู่เยื้องกับเทศบาลบางบัวทอง อ.บางบัวทอง ที่ปีที่แล้วกลายเป็นพื้นที่รับน้ำ แม้จะไม่ประกาศเป็นทางการแต่คือแก้มลิงของรัฐบาล จนกระทั่งนายเทศมนตรี อุทานออกมาเลยว่าจะปล่อยน้ำมาทางนี้ก็ไม่บอก ผมจึงอยากจะเสนอการวิเคราะห์ว่าโอกาสที่น้ำจะท่วมแบบปี 2554 มีแค่ไหนและขึ้นอยู่กับปัจจัยอะไรบ้างดังตารางข้างล่างนี้

4. ปริมาณฝนใน มิถุนายน-ตุลาคม	ยังไม่สามารถคาดการณ์ได้ชัดถึงจำนวนพายุที่จะเข้ามาว่าจะมากหรือหนักแค่ไหนเมื่อเทียบกับปี 2554	มีพายุเข้ามาหลายลูก ทั้งพายุโซนร้อนไหหม่า, พายุโซนร้อนนกเตน, พายุโซนร้อนไห่ถาง พายุไต้ฝุ่นเนสาด และพายุโซนร้อนนาลแก
5. ระบบป้องกันน้ำท่วม	อยู่ระหว่างซ่อมแซม เช่นประตูระบายน้ำ เขื่อน ฝายฯลฯ	ใช้ของเดิม
6. ระบบระบายน้ำ	ยังไม่ได้รับการปรับปรุง อย่างเป็นรูปธรรม	ไม่มีการเตรียมการที่ดีพอ มีน้ำท่วมซ้ำซากหลายแห่งในจังหวัด น่าน และพิษณุโลก มีการกักเก็บน้ำไว้ไม่ระบายออกก่อน บางลุ่มน้ำเก็บเกี่ยวกันถึงเดือน กันยายน ขณะที่ลุ่มน้ำอื่นน้ำท่วมสูงมากแล้ว จนเกิดประเด็นความขัดแย้ง	มีการกักเก็บน้ำไว้ไม่ระบายออกก่อน

สิ่งทีควบคุมได้ตอนนี้ก็คือปริมาณน้ำในเขื่อน การบริหารจัดการน้ำ ส่วนในข้อ 4-6 นั้นยังเตรียมการไม่ดีพอ อย่างมากก็ซ่อมแซมให้เหมือนเดิม เว็ปนี้จะคอยติดตามและนำข้อมูลมาเสนอท่านผู้อ่านได้ติดตามกันในโอกาสต่อไป ซึ่งจะมีการอัปเดทข้อมูลที่เกี่ยวข้องจนกว่าจะผ่านหน้าน้ำไปและลอยกระทงกันอย่างมีความสุขได้ในเดือนพฤศจิกายน 2555
